You can put a short shifter on both a hydro and cable tranny since a short shifter depends on the shift linkage. All b-series transmissions have the same shift linkage and can use the same short shifter.
As far as which type of tranny is better, if you are gonna drive a 4th gen, i recommend sticking with cable since if you wanna run hydro you have to convert. The hydro to cable conversion costs like 400 bucks, which can be a big strain on your wallet in the middle of a swap. Cable trannys include 1st gen b16 ones and ls trannys.
