I believe Ive traced it to the HVAC coontroller behind the glovebox. The place where the vacuum lines connect appears to have a broken nipple. when I connect my vacuum tester on the input vacuum with the output to the dash/windshield output nipple blocked, i can't hold a vacuum. and the nipple on the output is wobbley (apears to be cracked).

The vacuum from the internal programmer wouldn't affect the running of the car because the vacuum is restricted enough. Do you have a vacuum leak in the vacuum tank or one of the hoses out in the engine compartment?

I bypassed my connector in the programmer, which doesn't require replacing the programmer. The nipples were restricting the vacuum to the control that keeps the air from going out the defroster and makes it come out the dash front vents. I used 1/8 inch gasoline hose pieces as jumpers.

First make sure your problem isn't low vacuum coming into the car from the motor. Possibly a vacuum hose off of the car somewhere dropping the vacuum?
