The small white plastic plug is on the cable end right next to where it connects to the trans lever. It is pushed out to one side, and this permits you to slide the cable end to adjust to a new notch in the serrated end. I'm sure that is not your problem though...

If it is the brake interlock, you can temporarily get by that by turning the key far enough ahead just to unlock the column. Then you can shift to Neutral, and start the vehicle there. (I did this on many occcaisions with my GMC van...) The interlock does not get power until you turn the key all the way to the run position. Good luck!
