Just a couple of thoughts, Not really sure where you are talking about but anytime I see wetness near a tire I get concerned about possible brake leaks. Is this oil for sure? Any on the tire itself (on the inside part bottom) and are there any hoses nearby??? How much is there? have you checked brake fluid levels? Leaks under the car are nothing new for oil leaks and anti freeze leaks. Oil filter can be lose, leaking, gaskets can be leaking, power steering pump, rack and pinion steering lines are among several possible things. The reason I mention brakes is that people mistake brake fluid for oil and the caliper, hose, or steel line can be leaking and they are near the tire. Maybe you can post a pic of the area??
