I would check again. The fluid expands when hot so the hot reading level should be higher than the cold level. The cold reading is not accurate anyway - it is just to get you started if you have drained the transmission - a reading must be taken when hot and the engine running to be accurate. Also before taking a rading make sure to keep the engine running and move the gears through all the ranges stopping for about 2 secs in each range. This will make sure all the valve body passages have been primed.
