ECM-B fuse supplys 12v power to the VCM and to the fuel pump through the fuel pump relay. The fuse is "hot at all times". Since it's not blowing just sitting there I think it's not a problem with the circuit to the VCM. The fuel pump relay getting hot would be the circuit to look at. The circuit works like this. There is always 12v from the ECM-B fuse to the relay. With the ign switch off the circuit to the fuel pump is open. With the eng running the contacts in the relay are pulled in supplying 12v from the ECM-B fuse to the pump. The wire to the relay from the fuse is an orange one and the wire out of the relay to the pump is a grey one.

Lots of posts on the connector at the pump being bad, corroded, etc. Could be the pump going bad, drawing more than 20a. Could be a wire rubbed bare and shorting out going to the pump. Lots of things to check out.
