A dremel will do it, but it might be a bit fussy.
If you do damage the stud you can get new ones pretty easily, which leaves you with another option.
Cut the back of the stud, and push it through the wheel. then you just need to get another Stud.
And next time dont do up the wheel nuts so tight. Thats the only way it could crack. (unless it was defective)
