The pumps in these cars are not overbuilt and probably just marginal at best. It would not surprise me if his pump was shot.

This Geo Metro 3 cyl carburator engine cranks with spark, but won't start. I replaced the fuel pump, fuel filter and fuel pump relay. The fuel pump does not make a noise. What could it be?
