If your vehicle has floating brake calipers (most do these days), then even if your rotors are very worn, because the caliper and hence the brake pad can track the rotor as it turns, your brakes should still perform uniformly. However, what you are describing sounds like fixed calipers and very worn rotors because if fixed, the calipers can't move to track the wear in the rotors as they rotate. All of this should show up in the steering wheel though, so the next step is to take a look at the calipers and make sure that i. if they are the floating type, that they can move freely on their slides and ii. in any case that the caliper piston(s) are free to move also. While you are there and if you can borrow one, use a dial guage to check the run out and wear of the rotors.
