First of all, it sounds like your vats is the cause of the starting problem(less the fuel issue)... when you said "a new chip from dealer" what were you refering to? PROM? Vats chip in key?
[In relation to fuel problem] If you turn the key to on, do you hear the fuel pump kick on to prime the engine? If not then you need to take a look at your fuel pump relay...its mounted in the engine compartment, right infront of the driver(its one of the 3 relays)
I cant tell you any more until you tell me what chip you were talking about.
