what year is your jeep? if it has the AX15 trans, I've heard that the syncros tend to wear out, especailly the 1st to 2nd, might want to look into that if you have the AX15 trans.
as far as the e-break, there should be an adjuster, it will either be right by the pedal, where the cable attatches to it, or underneeth where the cable runs along the frame.
