I know off hand that the 2003 and 2004 Cavaliers need to have their PCM's re-programmed due to this problem, there's a bulletin for them. Not too sure about the 2002's.

My 2003 did the same thing, I'd have full power but sometimes when I'd push the clutch in or come to a stop the RPM's would drop to 400 or so, and sometimes it would cut out. On my lunch break at work one day I looked in SI to see if there was any PCM updates, sure enough there was. I brought my car in after work, re-programmed the PCM and the problem hasn't come back since.
