Low or no Oil pressure on cold morning starts

Anyone seen this? Last 3 cold mornings after setting outside overnite, 97 SL2 has little oil pressure when first starting up. Takes 8-10 seconds or longer for light to go off. This began after an oil and filter change last week. Is fine on most mornings and is fine for the rest of the day. Did not have this problem prior to change.

Using 5w30 and Fram filters. Is there a check-ball or something of that effect in the oil filter to keep oil from draining out when the engine is off?

Could it be a bad oil filter?
