Basic decision is if you wanna do something about the chip or not. If you don't want to do something with the chip headers will give you more power than the cam. If you wanna change the chip, the cam will give you more than the headers.
So,
If you don't wanna do chip work, and you want to drive it... headers
If you want to do chip work, or buy a chip.... cam.
And if you do all three...
