It won't be a ground, it's a direct short in something. This you will have to troubleshoot - disconnect all of the items the fuse runs and then plug them back in one at a time until the fuse blows. The last one you plug in when the fuse blows will be the culprit. It's also possible that a wire got pinched and is shorting against the car body.
