I don't know about 700 horse. But it's possible to run twin turbo on a mustang without much fuel management. Just bigger injectors. It won't run as good but it's possible just check out this.

Now that's just old fox bodies. But it's possible, but 700hp? No way.
More like 450 on a cobra engine.
A twin turbo set up for a cobra like my car is about 7 grand. And needs a complete engine rebuild, bigger injectors, fuel pump or BAP. Some sort of fuel management program or custom tune. Bigger MAF, ect. But it's by far not an easy task to reach 700hp.
