I had a 1993 e-150 with same problem, but the red brake light would also come on when brakes were applied, and the brakes would drag. It turned out that the RABS valve was bad. (located under vehicle about half way back with brake lines attached) I had dealer unplug ABS module (located on firewall somewhere) It took care of the brakes dragging but now rear brakes are no longer ABS.
