95 Villager won't start when below freezing

I have a 95 Mercury Villager. It won't start when temperature is below 28 degrees. The fuel pump has been replaced (it was bad) as has all the ignition wiring (they were bad). The engine has had a "tune-up" and starts nicely when above freezing. It runs well once started. Any ideas on where to start looking and how to fix? Please post reply and email me at [email protected] with any and all suggestions and, hoepfully, fixes.
