Well. There's a major difference between the Turbo and NA Motors. There are reasons it is frowned upon to Turbo an NA, you cannot run high boost, nor can you really "bolt on" a turbo for it. I know someone who builds Turbo manifolds for the NA's if you would like I can hook you up with some information.

For 400 there has to be something seriously wrong with the car, you have to take a look at all your options with it. As I would never trust a 400$ working rx7.
For the ECU you would have to talk to the guy I know, I am not too sure.
