Surely, cam replacement with aftermarket ones is fairly common. If you go with moderate cams, you will not evan need to change anything else. With more aggressive cams you're looking at ECU, springs uppgrade and possibly adjustable cam sprockets.
I'm sorry, I have no idea what engine is in the '99 Pulsar (I had no idea they made it in '99
), so at the moment I can't help you more. But it's definitely one of the best upgrades. Although to maximize the effect of aftermarket cams it would be necessary to upgrade the intake and the exhaust systems.
