Not sure what year you have, or if you have the shifter on the tree or in a console, but there's an electric solenoid that locks the shifter until the brake pedal is depressed. Check those circuits to make sure the solenoid is activating properly. The reason you can't remove the key is probably the shift linkage is out of adjustment slightly - just as if it's still in gear - you can't remove the key. Try that.
