Well, I didn't bite at this one at first, A, I'm not much of tbi guy, B I'm definately not dodge, don't care how much ya pay me to look at em, except I did look at one with a knarly hole knocked through the block when the connecting rod blew apart
On the Camaro, you obviously need a chip in there. The PROM (programable read only memory) is what stores the vehicles look up tables,so you don't even have a "default" value right now, basicly the ingintion system ESC on the firewall is your computer right now.
On the slopar, sorry dodge, you're running way rich. I seriously doubt it would be anything with the ECM, that sounds like typical lazy diagnostics there. It only starts when you hold the pedal down because that is shutting the injectors off. You need to determine why there is so much fuel being dumped, whcih I'll take bets on a bad pressure regulator or massivly leaking injectors (doubt it but possibly). I would throw O2 at it, but the O2 doesn't come into the picture until a few minutes after the eingine has been running. BUT, on a GM the CTS (ccolant temp sensor) is a key player on fuel trim right from when the engine cranks. But even with it disconnected the motor WILL run, rich as heck and like a scolded dog tho. I think you just have a basic fuel system problem.
Check the regulator out, pull the vacuum line and see if there is any hint that gas is going through it.
