I had the same problem with an old Celica after I changed the master cylinder. I posed the question on another forum and what I was told to do was keep pumping and bleeding. I did that and it finally worked. It took about a half hour of pumping and bleeding. I finally got some decent peddle but still had to re-bleed it the next day to get it just right.

Start at the rear passenger wheel and then go to the rear drivers side wheel then the front passenger side and then to the front drivers side.

Attach a pvc hose over the bleeder screw and run it into a bottle so you can catch all the fluid. If its clean re-use it.

Just keep on pumping and watch the master cylinder so it doesn't run out of fluid.
