Have you looked into the starter solenoid? I wonder if it could be sticking, and causing the starter to run too long...

Only thing I can reccomend on the fuel delivery issue is to test it with a fuel pressure tester. Some models of Rangers have 2 fuel pumps. The intank is the low pressure supply to the rail pump, the rail pump is the high pressure pump. But yours could more than certainly only have 1 pump.

Also, you may want to run the codes and see if you're chasing after the right problem.
