sound more like you have a thermostat that opens to soon. maybe a weak spring or the wrong temp.
however I have put the input hose to the heater core and put it on the output side of the heater core (left the other side off. fired it up, reved the piss out of it to back flush the core. its doubtful that the hose is clogged. an new hose wont cost but $10. some nipples (water pump/intake) are restricted slowing the coolant through the core. flow to fast wont allow good heat transfer.
