The 700R4 uses the kick-down cable to control when it shifts. Grab the cable and work it in and out rapidly a bunch of times while it's idling. See if it retracts all the way in like it should. If it works ok, it's probably a stuck throttle control valve. Usually when the throttle valve sticks, there's other problems in the tranny (like metal in the fluid).
Pop the side cover off and remove the governor. Hold it w/the gear pointed upwards and flip the counter weights in and out. Look at the control valve in the center and see if it mooves up and down. If not, knock out the pin in the gear, remove the gear and pull the center spool out and clean it.

I hate to say it, but if he was hauling a load of gravel and dogged the thing, he probably hurt something internally. 700 trannys weren't too durable until GM updated them in 1988.
