Your blender door is cable, not vacuum, so if the cable makes the blender door flap in the duct plenem, you should get some warm air coming through.

You may have a vacuum operated coolant shut-off valve installed on one of the heater hoses. This will shut off the coolant flow into the heater core until vacuum is applied to the nipple on the valve.

This valve can be removed entirely for the winter. You can test it by applying a vacuum source to it and seeing if the warm coolant flows through. Usually its hooked up to a vacuum line that runs to the heater/vent controls.
