im not 100% sure, but on my 95 town car its under the air filter box and windshield washer fluid bottle in the left front wheel well underneath a trap door. i know the 92-97 (or 96) model town cars used the same engine and setup. also, check you air bags in the rear for leaks. however, i had a problem that WAS NOT the air bags but the compressor was actually full of gunk and the air line going into it blew out and i didnt kno it, and when someone was seated in the rear and the car tried to raise itself, it lower to the ground quickly because the solinoids that open in the bags when the car needs leveling opened up and emptyed out all the air because the compressor couldn't get air to the rear due to the blown air hose. so also check your hoses and such.
however if the compressor isnt kicking in at all, then it sounds like your compressor has bitten the dust. if your air bags are not bad then DO NOT drive the car like that too much because you will stress the bags too much and they will crack and then you are talking major bucks (about $200 a bag). also, turn the switch OFF in the trunk until the problem is resolved. and just to give you a heads up, when i had my compressor replaced, i ended up paying about $300 just for the compressor.
