This sounds like a programming issue.
Make sure the dealers Tech2 is loaded with the latest software which should be 25.010
Have the dealer check SI doc## 315712 for programming instructions and when he goes to program the BCM use the replace and program ECU option.
With this option you can "lie" to the TIS terminal and it will let you "force" a calibration into a module.
If the BCM will not program then, it may be necessary to replace the BCM.
