Check For Power To Starter "s" Terminal With Key Turned To Start Position. If Power At All Terminals, And Good Ground From Battery To Engine Block, Replace Starter. Depending On Make, You May Have Starter Relay Involved, Possibly Factory Security Code. If Scan Tool Available, Check For Communication At Computer Aldl. Many Other Possibilities, But Check The Basics First, Then You Can Start Worrying About Parasitic Draws.
