The throttle seems to snap back pretty quick and the cable is not hanging up. I changed the throttle position sensor and that didn't help either. I recently remembered that I had this problem on my other 99. Looked back through my receipts and found the the Ford dealer replaced the PCM (Powertrain Control Module). It cost me $425. I also found that I can buy the part for $130 but I don't know where to put it. I still have the other 99 so I thought I might swap the parts to see if the problem goes away, but I don't know where the PCM is. Anyone????
