Civic running problems - could it be moisture?

Hey guys i used to be on here a few times when i used to drive my civic daily - A '91 Civic 1.3 single carb, but but now i have it parked in the drive and just use it every so often, the garages couldnt figure out what the problem was ages ago- i brought it to different garages all hona dealers about 20 times over the course of a few months and they couldnt figure it out, they kind of narrowed it down to the carb but then the carb people said it was fine, everything from ignition to dirty petrol was checked, BUT could it be possible that the problem is moisture in the carb or something like that? i didnt start it for the last month until today, the battery was completely dead not even a little clicking noise that the ignition switch usually does and when it came to jump starting it wouldnt even kick for about 5 mins untill eventually it started it start up, and now its idling but every so often it starts to die when in mid revs and then pushing the pedal to the floor it becomes fine again, thats what used to happen or it would die at idle, could it be moisture? even though it does it when the engine is fully warm aswell? it has been raining over the last while and the majority of the time when i open the hood like in the morning or evening there is a damp feel to everything. if it is moisture, what can i do?
