Hold my control arm please...

I am looking to do the old shim/washer trick on my rear suspension to fix my camber and was looking for the numerous people on this forum that seem to have done it.

1) Will I need a torque wrench to get off the stock bolts, or will a ratchet w/extension and some muscle be enough?
2) How bad is it to not tighten the bolts back to stock requirements? (26 ft/lbs)
3) Can I take off one bolt at a time, loosening the other just enough to get the washers on? Or will I have to remove both at the same time and have someone (or something) hold up the control arm while I work?
