The programmer that controls the movements of the vacuum valves is behind the glovebox, above the passenger's toes. The blinking indicates an error. You 94 may be able to display the exact code. Maybe someone has the procedure.

Later models wouldn't give up the codes without a scanning tool like the scan II.

If it's giving a strange exterior temperature you may have a bad connection at the sensor or a bad sensor. It is on the vertical support for the hood latch in front of the radiator about halfway down. It's relatively inexpensive from what I can tell. Check the connection on it.
