you can use windows sound recorder application its pretty ghetto but it works. the only thing is it can only open .wav files so if its an mp3 you have to convert it. try db poweramp. so just make it .wav, chop it with sound recorder, then probably reconvert to mp3. cell phone ringtones need to be .wav files, 8 bit, 8000hz, 1 channel (at least nextel's do)
