I had the same problem with my 2005 Mazda 6. I took it into the dealer and they "rebooted" something in the system, and it resolved my problem. Here is a link to some of the known issues and service bulletins:

I think my issue was the delayed throttle response during low speed acceleration, but it appears that does not apply to the 2003 Mazda. However, your description sounds exactly like the problem I experienced.
