Looking at the wiring diagram for my '96...which should be very close to yours...
It looks like your tail lights are on the same circuit as the License plate lamps and your front "parking" lights...the yellow lamps on the sides of the headlamp lens. They are fed by the SAME fuse, the wire color is Brown. The Flashers, turn signal lamps are on a different circuit....and the wire color is Light Green.
Ground is Black.

The Rear Turn signal/flasher is in the same bulb as the parking lights....but uses a different filament in the bulb (1 bulb...2 filaments).
The same is true for the front turn signal/flasher.....there is another filament in the same bulb that serves as the parking light (yellow).
In other words....the lamp that has 2 filaments will have 3 wire colors going to it......Black for Ground, Brown for the "Parking light" and Light Green for the Hazard / Turn signal functions.

My diagram also shows another "Parking" or side marker bulb in the front also.

Do your front yellow lights work?.....then the fuse will be good. It is possible that the filaments in both the rear bulbs for the parking lights have blown. A 2 filament bulb can have 1 filament blow....and the other still work.

It lists fuse #9 (fuse panel inside car) as being for the exterior lamps.
