Sounds like the window regulator and motor assembly. First, have you checked voltages at the switch to see if it's getting to the motor? The switches do go bad. The power window mechanism is cable driven by a Bowden cable system which many GM cars share.
The link below should give you an idea of the work involved. It is for a Grand Am but the process is similar. The only difference is there should be a few rivets that need to be drilled out on a Regal regulator assembly in addition to removing various bolts.
Either way you'll need to remove the door panel for inspection and troubleshooting. It's held on by several plastic push clips and you need to remove the screws at the door handle. The panel is lifted straight up for removal. Good luck!
