first of all...fram filters are one of the worst ones you can use for an engine but that shouldn't have anything to do with this.

no that's not normal for it to just spin. but if it doesn't tighten down you'll need to replace the threaded part. i'm pretty sure that those threads are removable. i think that it's just a regular bolt on the other end of those that threads into the block. when i took mine out it was a BITCH to get out though, it was in there pretty good.
