Go to a tranny shop and have them check your governor pressures. You could have a worn throttle valve, but nonetheless, get those pressures checked out to see what could be hangup. Check around the carbuerator, there should be a linkage that goes directly to the transmission. Make sure it moves freely and check underneath by the transmission. If all checks out, you can actually adjust the position of the linkage by loosening the locknut and moving the rod toward the back of the van, that should help tighten things up, though your upshifts might be a bit rough. You might need to play around with it until you find a set up that appeals to you.
