ignition lock cylinder/switch problem

My neighbor approached me concerning his '94 325i. He describes the problem as the key switch is stuck in accessory position. The key actually turns but does not cause any affect.

I've worked on all of his cars numerous times and have some experience with his 325. He's lucky to have a service manual or I'd be unwilling to help. I'm just looking for a few pointers before I jump into this one....

1) Do I need to disconnect the battery first ? Or should I leave it connected?

2) Do I need to be concerned about anti-theft (or perhaps what the manual describes as EWS). I haven't seen the key to determine if it has the computer chip embedded in it.

3) Is the problem most likely a broken lock cylinder or ignition switch ?
