The two problems are probably unrelated. The turn signal problem is a broken or worn cancelling cam. Pull the steering wheel off and you'll see it under a plate. Its most likely a plastic thing with little nipples on it. New ones are cheap.
The cruise control's most common problem areas are a poorly adjusted brake light switch or a blown fuse. Check all of the fuses. Some of the GMs use one circuit for the control part of the cruise and a different fuse/circuit for the actual drive motor that operates the throttle.
