Yes this is true. The government decided to step in and create OBDII, but it wasn't until 1996 it was required on all makes and models sold in the US. I own a scanner and tried to check a 95 chevrolet caprice and the scanner had an error. I researched it and found out that the connector's comm is UART, which is now stoneage speed connection rate. That is why even with the same connector, nothing seems to work. You can try the OBD1 scanners to see if that works. You can buy a cheap scanner that reads OBD1 AND OBD2 for $279.00 at AutoZone. hope you find what you are looking for
