Sounds like you have a wheel speed sensor that is not reading correctly. You can pull the wheels and rotors again and see if the front sensors are clean. Rust buildup or metal pieces will screw with the readings. It needs to have an ABS capable scanner installed to pinpoint which sensor is causing the problem.
