Yeah, the VQ32 should rev more quickly. I don't know about higher, but I don't see why not. There's a new variant of the VQ35 that can rev up to 7000rpm now(350Z 35th anniversary w/ 300hp).
The older VQ30s were able to use an aftermarket upgrade that let them go up to 7200rpm.
I imagine the increased stroke(.3L over the VQ30) of the VQ35 hurt its revving ability somewhat.
