I'd go check with a reputable body shop, ask them if there's an airbag in there or not. If not, then check your local laws to find out if selling the vehicle without them is legal. If it's legal, you're out of luck. If it's not you have a couple of options. You could either report them, or threaten to report them if they don't intall an airbag for you.
