Question 'Rotational noise' at low speeds

I have a 'rotational' noise when I drive my fx35 at low speed, up to maybe 35mph. I started noticing the change in sound about at 36000 miles like 3 or so months ago. I know I need to get new tires real soon and maybe even new front brakes but I don't think it is either of these 2 things that's really the cause of the sound. It may also be causing some friction. Does anyone else have this problem? What else may be causing it? Uneven caliper/brake compression on the rotars? Also the brakes on the inside/rear of the front calipers are worn out alot and the ones on the front/outside are barely worn out. What the ...?
