Really bad noise

I have my stock 14 inch tires and rims on my civic. When i am driving around 60 there is this humming sound like the same tire sound the huge trucks make. When i press ont he brake pedal pretty hard it gets like 5 times louder and starts to shake a little bit. My brake pads have about 10% life in them, can that be the problem? The wheels are torqued to spec.
