OMG you found the "secret bulletin"!
How come you cut and pasted the information? Some information is missing

This is a GM TSB that is to inform GM Technicians about the cause and repair of a concern on a specific system.

All this bulletin says is to check and clean the 2-3 shift valve and bore and install an updated solenoid.

Anyone who has worked on transmisions will tell you that it only takes a small piece of dirt or debris to plug an orifice and cause the trans to not operate properly.
