stuck in 4 wheel drive

I have inspected the vacuum actuator, the hose, all fuses, checked the fluid levels. It is a 97 blazer 4x4

When I disengage 4 wheel high , by pushing the 2 hi button, it blinks a few times and goes right back to 4 hi. I can hear some clicking and so forth under the truck, but nothing seems to come of it. I just bought this truck, was driving along, switched from 2 hi to 4 hi at about 20 mph, when i went to shift back into 2 hi it wouldnt go.

I dont know whether or not to tell my boss, he sold me a pos, or if there is some kind of easy fix for this.

Should I replace the actuator anyway? Start swapping out switches on the transfer case? I dont know what to do.

I have already searched this out completely on this site and others, and have tried everything besides swapping parts. Without swapping out parts, none of what I have tried, helped.

Please Help!
